Can AI Make Recruitment More Effective and Fair?

 Recruitment and selection are among the HR functions most visibly affected by artificial intelligence. In many organisations, AI tools are now used to draft job advertisements, screen CVs, rank candidates, support assessments and respond to applicant questions. This matters because recruitment is often the first point at which people experience an organisation’s values in practice. If AI improves efficiency and consistency, it could strengthen strategic HRM. But if it reproduces bias or reduces transparency, it could damage fairness, trust and diversity. In global HRM, this issue becomes even more important because multinational organisations recruit across different legal, social and cultural contexts.

There is a clear business case for using AI in recruitment. The CIPD’s Resourcing and Talent Planning Report 2024, based on 1,016 HR and people professionals, shows that AI-related recruitment practices are growing, though adoption is still uneven. The report found that 11% of organisations used AI to write job descriptions that appeal to candidates, 13% used chatbots to answer candidate questions, and 12% used AI in onboarding-related activity. At the same time, 62% said they did not use AI or machine learning in recruitment at all, which suggests that adoption is still at an early stage rather than universal. Among organisations already using recruitment technology, 82% said it had helped speed up recruitment and 85% said it had improved candidate experience to at least some extent (Hogarth and McCartney, 2024). These figures explain why organisations are attracted to AI, especially when talent shortages and hiring speed are major strategic concerns.


The wider labour-market context reinforces this pressure. The World Economic Forum’s Future of Jobs Report 2025, based on more than 1,000 employers representing over 14 million workers, found that 86% of employers expect AI and information-processing technologies to transform their business by 2030, while 70% expect to hire staff with new skills and 85% plan to prioritise upskilling their workforce (World Economic Forum, 2025). In this environment, recruitment is no longer just about filling vacancies; it is about identifying future capabilities quickly and at scale. AI appears attractive because it can process large volumes of applications faster than human recruiters and identify patterns that may otherwise be missed.

From one perspective, this supports a strategic and evidence-based view of HRM. AI tools can reduce administrative burden, improve response times and help standardise parts of the selection process. In theory, this should allow HR professionals to spend more time on higher-value activities such as employer branding, candidate relationship management and strategic workforce planning. For large multinational firms that recruit across regions, this efficiency can be especially useful. It may also help organisations cope with skill shortages by identifying suitable candidates more quickly across broader labour markets. In this sense, AI can strengthen strategic employee resourcing rather than simply automate routine tasks.

However, speed is not the same as fairness. One of the main criticisms of AI recruitment is that algorithmic systems may reproduce historical inequalities rather than remove them. If an AI system is trained on past hiring data that reflect gender, ethnic, class or educational bias, the tool may learn to favour the same patterns in future selection. Recent research in The International Journal of Human Resource Management argues that bias in AI recruitment systems can emerge across the whole lifecycle of the technology, including data collection, model design and implementation. Soleimani et al. (2025), drawing on interviews with 39 HR professionals and AI developers, show that bias is not only a technical error but a structural organisational risk that requires active governance and human oversight. This is a crucial point because AI is often marketed as objective when, in reality, it may simply hide bias behind apparently neutral systems.

A further concern is transparency. Traditional selection decisions can already be difficult for candidates to understand, but AI can make this worse if decision rules are opaque. Candidates may be rejected without knowing whether the problem was experience, keywords, assessment performance or a model-driven ranking process. This creates both ethical and practical problems. Ethically, it weakens procedural justice because applicants cannot clearly see how decisions were reached. Practically, it exposes organisations to reputational and legal risk if decisions cannot be explained. The European Commission states that AI systems used for recruitment are classified as high-risk under the EU AI Act and must comply with strict requirements, including risk-mitigation measures, high-quality datasets, clear user information and human oversight (European Commission, 2024). This is highly relevant to global HRM because international firms may need to align recruitment practices with tightening standards across multiple jurisdictions.

This debate can also be understood through diversity and inclusion. Many organisations claim that AI can reduce human prejudice by applying standardised criteria, and this may be partly true in some cases. But standardisation alone does not guarantee inclusion. If the criteria themselves are narrow or historically biased, then AI may exclude non-traditional talent more efficiently than a human recruiter. That is particularly problematic for global firms seeking to build diverse workforces and operate across cultures. A recruitment system that works reasonably in one country may perform unfairly in another if language, educational background, communication style or career patterns differ. Therefore, AI in recruitment should not be viewed as a universal best practice. It is more accurately a tool whose value depends on context, design and oversight.

In my view, AI can make recruitment more effective, but not automatically more fair. It is useful for improving speed, handling volume and supporting consistency, yet fairness depends on governance, transparency and the continued involvement of human judgement. The best approach is not to replace recruiters with algorithms, but to create an HR-in-the-loop model where technology supports decision-making while people remain responsible for ethical review, contextual interpretation and accountability. This is likely to be more sustainable than either uncritical enthusiasm for automation or complete resistance to technological change.

Overall, AI is reshaping recruitment in ways that are strategically important for global HRM. The evidence shows clear efficiency gains, but it also shows that bias, opacity and compliance risks remain serious concerns. Recruitment is therefore a strong example of the wider AI-HRM challenge: technology can enhance organisational capability, but only if organisations govern it in ways that protect fairness and trust.
